Isaiah 11:1–2

And there shall come forth a rod out of the stem of Jesse, And a Branch shall grow out of his roots: 2 And the spirit of the Lord shall rest upon him, The spirit of wisdom and understanding, The spirit of counsel and might, The spirit of knowledge and of the fear of the Lord;

Fear of the Lord comes from God. It's no wonder the world does not have it. The world has gained some knowledge and wisdom and promotes it as God. But this part of God’s spirit this truth the world rejects. They want no part of it. The world's view of God is a little different.
